The new SPR exchange is less about a simple supply signal than about time-shifting barrels: crude arrives for November and December, then returns later with an added volume.
That can ease a near-term squeeze, but it also moves part of the market's burden forward. Coordinated reserves may calm pressure; they do not erase it.
