The final GENIUS Act rules keep issuer-paid interest off limits, but removing the presumption against certain third-party rewards shifts the real contest to platform design. That may widen stablecoin distribution without settling where compliance lines will fall. The ABA's deposit-outflow concern is therefore a live policy question, not a resolved outcome.
